The bill is set to be introduced shortly. One part that affects National League clubs (presumably North and South too) - "A licensing system covering clubs from the National League up to the Premier League has been proposed. As part of their licence, clubs will be required to consult their fans on key off-field decisions, such as club heritage and the club's strategic direction." An independant regulator? Run by whom, and with what powers if the Club concerned says get stuffed!!
Also, clubs will be required to consult their fans on key off-field decisions, such as club heritage and the club's strategic direction."
Only consult!! again it doesn't mean they have to accept the views, unless fans have a 49/50% shareholding! THEN they might take notice.
Bit of a fudge really.

Hopefully we take inspiration from the German football model where the clubs are owned 50+1, by fans and fan groups.
The average attendances in the Bundesliga over a season are the best in the top five European leagues for a reason.

The average attendances in the Bundesliga are the best in the top five European leagues for two reasons:- 1. Bundesliga grounds, on the whole, have higher capacities than grounds in the other major leagues. 2. German clubs are notorious for announcing attendances that happen to exactly match their ground capacities, not the numbers actually attending games.* *Clubs from other countries also do this - I once saw Lyon play Toulouse in their 59,000 capacity Groupama Stadium and the attendance was announced as 53,995 when the ground was barely a quarter full. Suffice to say, there was plenty of Gallic snorting and laughter when the figure was displayed on the big screens!
