Interesting scenarios, which seem to make sense.
Three questions though! What is DCMS? How do these scenarios fit in around perceived fixture lists, that are reported to be ready to announce? How do they fit with F.A. Cup fixtures, which also appear to have been announced?
If scenarios get to stage two or three, and Clubs/Leagues haven't commenced p.s.f's or league fixtures, they can't surely be ready for F A Cup commitments!

I think it means now if Step 3 and below clubs have ticked the boxes in the COVID19 questionnaire issued by the FA and, possibly, have successfully gone through some unspecified approval process. Given the state this Government is in, I'll guess there's no funded and staffed approval process in place. We'll find out soon enough.

And here's the guidance. Note the figures in the tweet below are incorrect. The actual capacity limits relevant to us are:-
Stage 1: 300 spectators i.e. 15% of the minimum ground capacity requirement at Step 3. Period 20-30 August. Stage 2: 600 spectators i.e. 30%. Period applicable: 31 August onwards.
A club must play a Stage 1 home game before it can move on to Step 2.
So having a much larger ground doesn't make any difference, but social distancing should be easier!

Too complicated for me, but it sounds promising. A few more hoops to jump through yet though, I fear!
Supporters social distancing 'should' be able to be arranged, with co-operation and understanding from all, especially in a ground our size, but players travelling to away games could still prove difficult(social distancing in cars etc!!), plus the rigmarole of players and officials arriving/leaving in kit AND returning it for re-issue next week to, maybe, another player?
OK if your squad is fixed and settled, but we all know that doesn't happen at this level!! Some players only play one game and then vanish!! Loss of kit?? We may have to have two or three sets of kit to allow for losses. More expense!!
Problems to overcome, and I'm sure they can be overcome eventually!
Here's hoping it can be done soon.

Good news indeed. A few things arise though.
1. Will the bar be able to open? 2. Likewise the burger bar? 3. Will the 50-50 table/Golden Goal be able to function?
If they are can cash be used as payment?
4. Will turnstiles have socially distanced operators? 5. Will toilets be one in one out? 6. Will rows of seats be sealed off to allow for spacing?
Lots of other things as well I'm sure.

Step 3 and below clubs with larger grounds are pushing for the %age capacity requirement to be of actual certified capacity instead of the minimum capacity required to play at the level. Any change in the guidance could be very beneficial to us. See here: www.bbc.co.uk/sport/football/53852482
